“The City requires that the SRO position must be filled by a full-duty officer authorized to use a firearm. A General Order issued by the City of Royse requires officers to undergo firearms qualification twice each year. The State of Texas only requires officers to undergo firearms qualification once each year . . . .” Buchanan-Rushing v. City of Royse City, Tex., 794 F. Supp. 2d 687, 691 (N.D. Tex. 2011). “[U]nder state law, [Plaintiff] was qualified to work with a firearm. Based on this evidence, a reasonable jury could conclude that [Plaintiff] was qualified to resume full-duty responsibilities . . . .” Id. at 692.
